Academy Bank offers CDs that can be opened online by residents of all states, or at their branches which are located in certain Walmart Supercenters in Colorado.  Deposits can be done by mailing a check or a wire transfer, and at maturity there is the option to wire money out.  The early withdrawal penalty for CDs of 6 months to 5 years is 180 days of interest.  At maturity, there is a 10 day grace period before a CD rolls over.
