This was a systemic failure. Steroid use was rife throughout baseball after the strike in 1998 (I think that was the year) and baseball went along to help save the game. The McGwire/Sosa home run derby saved baseball and both of those players were juices - and authorities knew it.
So taking legal or disciplinary action against certain players would be unfair. All of baseball should be charged.
The hit a player w/ill take to their reputation will be enough. Clemens shouldn't be elected to the Hall of Fame.
