He is not saying definitively that the humans will no longer be able to inhabit the Earth in 46 years. He seems to be primarily relying on statistics to say that we have a closing window on our space program.

Interesting article. I think according to his calculations though human beings would never have existed. We have to hope that we will continue to be the exception.
Humanity has actually shown a remarkable capacity to move forward over the last 200,000 years, despite occassional lapses.
