I took a bit of a summer break on charting the decline in savings and cd rates, hoping that when I returned, the trends would different. I knew it was false hope, and so it was. Savings and CD rates continued their decline, with the average savings rate dropping below 1.3% APY and the 5-year average CD rate breaking below 3% APY. Here's the run-down.

The FDIC today passed a final ruling today that amends the rate that undercapitalized institutions can offer. The ruling will probably allow undercapitalized banks to offer higher rates.

Citibank reported earnings today that beat pretty low expectations. The most interesting thing about the story from my perspective was that it did so by paying less for deposits.

Those of you holding your breathe, waiting for savings account rates and CD rates to rise, will have to hold for quite a bit longer. Today, the Fed announced that it was going to hold its benchmark interest rate at a record low (0 - .25%) at least through 2013. The Fed announced this in the midst of a ratings downgrade of U.S. debt, a slowing U.S economy, and persistent sovereign debt issues in Europe.
